The Centro Nacional de Análisis Genómico (CNAG) is one of the largest Genome Sequencing Centers in Europe.

The CNAG Consortium aims to carry out large-scale projects in DNA/RNA analysis for the improvement of quality of life in collaboration with the Spanish, European and International Research Community. CNAG researchers participate in major International Genome Initiatives such as the Human Cell Atlas (HCA), the International Cancer Genome Consortium (ICGC), the International Human Epigenome Consortium (IHEC), the International Rare Diseases Research Consortium (IRDiRC), the European Reference Genome Atlas (ERGA) and the European Infrastructure for life-science information (ELIXIR), as well as in several EU-funded projects.

The CNAG has more than 100 professionals, structured in different units such Bioinformatics, Sequencing, Single-cell, Research and Corporate Management.

THE ROLE

The Senior Procurement & Public Tender Officer will join the Procurement Area, within the Finance Department. He/she will be expected to run, manage, and control tender processes in accordance with Public Procurement Regulations. As well as provide effective planning and control of purchasing resources, procurements, working spaces and research equipment, while ensuring compliance with regulations, with the aim to support world-class research and production.

The successful candidate will instruct and assist internal users about the procedures to follow, and manage until execution the tendering process, purchasing process, and provide documents and information to internal clients and external auditors, whenever applicable.

The Procurement & Public Tenders Officer is responsible for:

- Developing Sourcing and Procurement organization.
- Preparing the Tender Documents according to the Public Procurements Law and publication in the Contractor’s Profile and other official bulletins.
- Manage the comunication strategy with suppliers.
- Coordiante Public Tenders and General public purchases.
- Savings target of total spend.
- Define in house process, procedures and best practices.
- Ensuring compliance in public procurement regulations.
- Sourcing and Procurement reporting.
- Tools implementation: ERP (e-sourcing).

Main DUTIES AND RESPONSIBILITIES

- Coordinating overall purchasing strategy.
- Coordinating all public tenders, general purchases and public management.
- Guaranteeing outstanding performance and communication between departments.
- Controlling budgets and monthly reporting.
- Supervising the Purchasing Section and assuring compliance with legal requirements.
- Supervising negotiations / agreements with suppliers.
- Supervising issues related to equipment renovation, repair and maintenance.
- Identification of improvements that can be made to the internal processes.
- Serving as project manager in the implementation of the ERP.

Whom would we like to hire?

- Degree in Law, Public Adminsitration, Business Administration or equivalent.
- 2 years of previous experience as Purchasing / Procurement or similar responsibilities.
- Minimum 2 years’ experience in Public Procurements and Official Tenders in entities of the Public Sector.
- Knowledge and management of the Public Procurements Services Platform of the Catalan Government and the public register of contracts.
- ERP tools experience.
- External / internal procurement regulations knowlege.

Desirable but not required

- Experience in Research Institutions, Universities or Biomedical sector.
- Mid-level of English and good command of Spanish and Catalan.
- Mastery of administrative legislation on procurement (including the Law on Public Sector Contracts)
